Decision Tool
A decision tool should make criteria, evidence, trade-offs and uncertainty visible. It cannot determine strategy on behalf of management. The recommendation is only as reliable as the options considered, the weight given to each criterion and the facts supporting the scores.
Structuring China Choices Before Commitment
01
State the decision and alternatives
Define the decision owner, timing, options and conditions that are outside scope. Include a pause or no-investment option where it is commercially realistic.
Decision record: Question / Owner / Options / Timing / Boundaries
02
Select criteria with decision value
Use criteria that can change the recommendation, such as customer access, control, cost, speed, risk, capability and reversibility.
Criteria set: Commercial / Operating / Financial / Risk / Strategic
From Criteria to a Defensible Recommendation
03
Score evidence, not preference
Attach sources, dates, confidence and unresolved questions to material scores. Avoid false precision where the facts remain uncertain.
Evidence record: Score / Source / Confidence / Gap / Owner
04
Test the recommendation
Change weights and uncertain inputs to see whether the result remains stable. A fragile recommendation needs further evidence or a staged decision.
Decision test: Sensitivity / Downside / Conditions / Next evidence

How to Use the China Decision Tool Hub
Use Guide to frame the work, Comparison and Review to test alternatives and risk, and FAQ and Resources to prepare the working file. Tool and Case support the management recommendation; News confirms whether the underlying assumptions remain current.
Management should treat the tool as a transparent decision record, not an automated answer. The final recommendation should state assumptions, sensitivity, unresolved facts and the person accountable for approval.
