Category B Environmental Impact Form (环境影响报告表)

Step-by-Step EIA Category Selector

Follow these steps to determine which EIA category applies to your project. Each step narrows down the classification based on project characteristics.

  1. Identify your industry sector. Consult the Catalogue to find your specific project type. The Catalogue organizes projects by industry sector (e.g., “C17 — Textile Industry,” “C26 — Chemical Raw Materials and Chemical Products Manufacturing”). Each sector listing specifies which EIA category applies to which types of projects within that sector.
  2. Check for “Trigger Conditions.” For many sectors, the EIA category depends on specific project characteristics. Common trigger conditions include:

    • Total investment amount (above/below a specified threshold)
    • Floor area (above/below a specified square meter threshold)
    • Production capacity (above/below a specified annual output threshold)
    • Whether the project involves specific processes (e.g., electroplating, dyeing, smelting)
    • Location in relation to environmentally sensitive areas
  3. Evaluate location sensitivity. If your project is located in or near an environmentally sensitive area (生态敏感区), the EIA category may be upgraded. Sensitive areas include:

    • Nature reserves and scenic areas
    • Drinking water source protection zones
    • Basic farmland protection zones

  5. Determine if EIA revision is needed. If your existing facility undergoes any of the following changes, a new EIA or EIA revision (环境影响评价变更) may be required:

Detailed Requirements by Category

Category A — Environmental Impact Report

Required Documents
