Since 2020, small-scale taxpayers (annual sales below RMB 5 million) have been permitted to self-issue Special VAT Fapiao on a pilot basis, but they typically apply a reduced levy rate of 3% (or 1% during certain COVID-19 relief periods). However, the buyer’s deduction amount is limited to the rate shown on the invoice, so a 3% special fapiao gives the buyer only a 3% input credit, not the full 13%.

What Is a General Fapiao and When Is It Used?

A General Fapiao is a simpler invoice that does not separate the tax amount from the total price. It serves as a standard sales receipt for most B2C and some B2B transactions. General fapiao are used when the buyer is not a VAT general taxpayer (e.g., individual consumers, small businesses on simplified taxation) or when the transaction involves exempt goods or services.

General fapiao can be issued by any taxpayer—both general and small-scale—but they cannot be used for input VAT deduction. For foreign WFOEs, receiving a General Fapiao means the VAT paid becomes a sunk cost, directly reducing net profits. Approximately 70% of all fapiao issued in China are general fapiao, reflecting the dominance of consumer transactions.

If you receive a General Fapiao instead, that RMB 130,000 becomes a permanent cost.

Conversely, when selling to customers, you must decide which fapiao type to issue. Selling to another VAT general taxpayer? Issue a Special Fapiao so they can claim input VAT—this often secures the deal. Selling to an individual consumer? Issue a General Fapiao, as the consumer cannot deduct tax. Issuing a Special Fapiao incorrectly can trigger tax bureau penalties of up to 50% of the VAT amount involved.

Since 2023, the State Taxation Administration has accelerated the adoption of fully digitalized fapiao (数电票, shù diàn piào), which blur the line between special and general categories. Digital fapiao can be issued in both “special” and “general” modes, but the deduction rules remain identical to paper versions.
