Executive Summary
China’s pilot free trade zones and economic development zones serve different purposes. Pilot FTZs are platforms for institutional reform, higher-standard opening and trade and investment facilitation. National economic and technological development zones are industrial and urban development platforms with sector clusters, infrastructure and local investment services.
The term “SEZ” is often used loosely in English, but China’s special economic zones, pilot FTZs, bonded zones, high-tech zones and economic development zones are not interchangeable. A foreign investor should identify the exact approved zone and applicable policy rather than choose from a marketing label.
Zone Types
Pilot Free Trade Zone
A pilot FTZ tests reforms in investment, trade, finance, government services and regulation. FTZ policies can include cross-border service-trade rules, data-export negative lists, customs facilitation and financial pilots. Not every FTZ contains a customs special supervision area, and not every company registered in an FTZ receives bonded treatment.
Economic and Technological Development Zone
National economic development zones focus on industrial clusters, infrastructure, manufacturing, services and local economic development. Their value often comes from supply chains, land and premises, skilled labor, utilities, environmental capacity and investment-service teams. Incentives are subject to national law and local authority.
Customs Special Supervision Area
Comprehensive bonded zones and other customs supervision areas support specified bonded storage, processing, logistics, maintenance and trade models. Customs status depends on the goods and operations within the approved area, not merely an address in a wider FTZ or development zone.
Special Economic Zone
Special economic zones such as Shenzhen are city-scale historical opening platforms. They should not be compared with a single industrial park as if they were equivalent real-estate products.

When an FTZ Fits
An FTZ may be appropriate for cross-border services, trading, regional treasury, international logistics, data transfers or activities covered by a verified opening pilot. The company should identify the exact measure that changes its operations. A general statement that the FTZ is “more open” is not enough.
FTZ location can add complexity if customers, employees and warehouses are elsewhere. The benefit must exceed the cost of distance, additional premises or operating separation.
When a Development Zone Fits
A development zone can be stronger for manufacturing, laboratories, engineering and projects requiring utilities, environmental capacity and supplier access. Industry clusters may reduce recruitment and logistics cost. The investor should verify land use, environmental approval, power, water, waste, hazardous materials and expansion capacity.
Incentive Analysis
Neither zone type guarantees a special corporate income tax rate. Preferential treatment must have a legal basis and eligibility conditions. Cash grants, rent support and talent measures can depend on investment, revenue, tax contribution, headcount, industry or performance periods.
The investment model should include incentives only after confirming the responsible authority, calculation base, payment timing, clawback and budget availability. A written investment agreement does not override national tax or regulatory law.
Due-Diligence Checklist
- Confirm the zone’s official name, approval level and boundaries.
- Identify the exact policy or operating benefit required.
- Check market access, licensing, data, customs and environmental rules.
- Model customer, supplier, workforce and logistics access.
- Verify infrastructure and premises through technical diligence.
- Obtain written eligibility and incentive conditions.
- Test the project without discretionary support.
Decision Rule
Select an FTZ when a confirmed reform or cross-border mechanism materially improves the business. Select an economic development zone when industry cluster, infrastructure and operations are decisive. A project can also use more than one location, with commercial or treasury functions in an FTZ and production in an industrial zone.
Operational Cost Test
Zone selection should be based on the total operating case, not the advertised rent or grant. For a manufacturing project, the model should include land or lease cost, fit-out, utility capacity, environmental facilities, logistics, employee transport, recruitment, maintenance and future expansion. For a trading or service company, customer travel, professional services, banking, customs support and access to qualified staff may be more important than industrial infrastructure.
Compare each benefit with its implementation cost. A bonded or customs arrangement can improve cash flow, but only if the goods, records and physical processes satisfy the relevant customs procedure. A data or financial pilot can be valuable, but it may require a specific entity, territorial connection, application and continuing reporting. If the company cannot operate the control environment, the theoretical benefit should be excluded.
Authority and Document Verification
Investment-promotion presentations are useful starting points but are not final evidence. Request the name, document number, issuing authority, effective period and geographic scope of every claimed policy. Confirm whether the measure is a binding rule, an application notice, an internal evaluation program or a proposed arrangement. Where an incentive depends on a separate district, customs or tax authority, obtain confirmation from that authority.
The project file should preserve the approved zone map, premises certificate, written eligibility analysis, application materials and any investment agreement. Promises about tax, customs, land or regulated approvals require particular scrutiny because one local body cannot exercise another body’s legal power.
Exit and Expansion Planning
A suitable first location should also allow the company to expand or exit without disproportionate disruption. Review lease transfer, equipment removal, environmental closure, employee relocation, grant clawback and branch registration. A two-location design may be justified when commercial and production functions have genuinely different requirements, but management and tax responsibilities must be explicit.
