The official tax-policy database and NDRC notice explain that enterprises already included in a 2025 list must apply again in 2026 to receive the new year’s incentives, except for the import-VAT instalment treatment described in the notice. The submission categories, competent authorities and supporting materials differ by policy.
The September route relates to major integrated-circuit projects and contractors that seek import-VAT instalments. A company should not infer eligibility only because it designs chips, imports equipment or appeared on an earlier list.
