China EV battery standard changed on 1 July 2026: Compare supplier evidence, not certificate titles

Information date: 1 September 2026 — China’s official national-standard portal records GB 38031-2025, “Electric vehicles traction battery safety requirements,” as a mandatory standard published on 28 March 2025 and effective from 1 July 2026. For vehicle makers, battery purchasers and foreign investors, the transition cannot be managed by asking whether a supplier has “a GB certificate.” You need to compare product configuration, test scope, report date, production change and the market where the pack will be used. This article provides a before-and-after evidence comparison without inventing test results or treating one report as lifetime approval.

Start with identity and effective date

The portal identifies the standard number, title, mandatory status, issuing authorities and implementation date. Those facts establish which edition is current; they do not show that a particular cell, module, pack or vehicle passed it. Obtain the authorised standard text and determine which product and conformity route apply with qualified technical staff.

Supplier files often contain old reports, component reports and marketing certificates together. A report should be matched to manufacturer, factory, model, hardware, software, capacity, chemistry and tested sample. Similar names or a shared enclosure do not prove the delivered configuration is covered.

Why transition evidence affects cost and delivery

A new mandatory edition can require engineering review, sample preparation, laboratory scheduling, corrective work and production-control updates. If a buyer discovers the gap after purchase orders, it may face delayed shipment, rework or unusable inventory. If it rejects all prior evidence without analysis, it may also pay for unnecessary duplicate testing.

Software and battery-management parameters matter alongside hardware. A component substitution, firmware change or new manufacturing site may affect the evidence relationship even when the sales model stays the same. Change control must therefore reach purchasing and quality teams before a replacement enters mass production.

Compare four files side by side

Column one lists the applicable requirement and edition; column two identifies the exact tested object and report; column three describes the mass-production configuration; column four records the delivered vehicle or pack. Mark each difference as covered, requiring technical justification, requiring retest or unresolved. Do not use a simple green mark until the reviewer cites the evidence.

For legacy inventory, confirm manufacturing date, market status and transition rules with competent professionals. The 1 July effective date is not enough to decide every stock question. For new sourcing, make current-standard evidence, notification of change and access to underlying reports contractual deliverables rather than post-award requests.

Run a supplier review in six steps

First, freeze the purchased configuration and intended China-market use. Second, request the report index, issuing laboratory, samples, dates and full model coverage. Third, verify the standard edition and mandatory status through the official portal. Fourth, have engineering compare the report object with the bill of materials, firmware and site.

Fifth, classify open gaps by safety consequence and production timing, then agree retest or corrective milestones. Sixth, place release authority with an independent quality role and link payment or shipment gates to objective evidence. Retain samples, deviations and supplier change notices so later failures can be traced to a production decision.

What this comparison cannot conclude

The national-standard record does not confirm the competence of every laboratory, approve a specific supplier or replace vehicle-level requirements. A passing test also cannot guarantee zero field risk; production consistency, transport, installation and incident monitoring remain necessary.

This article is procurement guidance, not engineering certification. Battery safety is high consequence, so unresolved applicability or configuration gaps require qualified testing and regulatory advice. Once a product-to-report mapping is sound, update only affected rows when a component or rule changes rather than commissioning a complete new review for a renamed file.

Use a product-to-evidence matrix before approval

Create one row for each cell, module, pack and vehicle configuration actually purchased. Map the applicable clauses, test sample, laboratory, report number, issue date, software or hardware version and production site to that row. A certificate carrying the right standard title should not be copied across variants unless its declared scope supports them. Changes in chemistry, enclosure, thermal management or control logic should trigger a documented review by qualified technical staff.

Procurement can then set release gates: documentary scope confirmed, critical test results reviewed, change history disclosed, incoming inspection defined and production evidence sampled. If one gate is incomplete, choose a limited pilot, additional test or hold rather than treating the whole supplier as simply approved or rejected. The matrix also makes later surveillance manageable because reviewers update the changed configuration instead of recreating every historical file.
